Clerk - Treasurer
The Town Clerk, Donna Hann, directs and coordinates the activities of a number of functions including maintenance of public records and archives, elections, licensing, legal notices, all procedures, and minutes. The Town Clerk is subject to the general direction of the Town Chairman and Town Supervisors. There is a staff of one full time Deputy Clerk, Holly Claas; one part time Assistant, Ann Kleinhans; as well as 41 election poll workers.
PRIMARY RESPONSIBILITIES
Administers all phases of the election process including staffing the polls, voter registration, absentee voting, preparation of legal notices, preparation of ballots and the Board of Canvass.
Arranges for the timely publications of all legal notices.
Attends all official meetings of the Town Board, Plan Commission and various committees, commissions and boards, preparing agendas and maintaining an official record of the proceedings.
Attends bid openings.
Maintains public records and insures that they are properly preserved, filed and disposed of in accordance the WI State Statutes.
Prepares the annual department operating budget.
Processes all licensing applications and maintains the official records of all licenses, permits and bonds.
Services as official secretary to the Board of Review.
Maintains a map showing the boundaries of the school districts within the town, and apportion tax revenues collected by the town for the schools.
Notifies the County Treasurer of the proportion of property tax revenue and state property tax credits to be disbursed by the taxation district treasurer to each taxing jurisdiction within the town.
The Town Treasurer, Melissa Kempen is responsible for the accounting, reporting, and management of the Town's financial activities. Daily activities include reconciling accounts receivable, accounts payable, payroll, as well as maintaining the general ledger, and performing cash management, account analysis, and budgetary control tasks.
The Town Treasurer is also responsible for collection of tax payments. Tax bills are mailed out mid-December to property owners following the approval of the Town tax levy. The first payment or payment in full is due to the Town by January 31st of each year. Any remaining balance is paid to the Waukesha County Treasurer by July 31st of each year. The Town Treasurer, along with the Town Clerk, acts as a steward of the Town's financial resources, coordinates the production of the annual town audit, and plays a large role in the annual town budget process by assisting departments, as well as providing support to the Town Board.
